CONTEXT

IECD (Institut Européen de Coopération et de Développementis a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises, and access to education and health for the most vulnerable. In Lebanon, IECD has been operating in the country since 1994 and it opened a regional office in Beirut in 2007.

Semeurs d’Avenir (SDA) is a Lebanese association, created in 2010, registered under the number 1905. It is the operational partner of IECD in Lebanon.

IECD and SDA are expanding their projects in Lebanon, thus the need for procurement has significantly increased.

IECD and SDA wish to recruit a Procurement Manager to lead and manage the procurement department of the organization.

Mission

Under the guidance of the Finance Manager, the Procurement Manager provides leadership in the execution of procurement services in the whole IECD Liban and SDA organizations, ensuring their effectiveness, transparency, and integrity. The Procurement Manager participates in the project/program activities and ensures implementation following IECD and SDA rules and regulations. The Procurement Manager promotes a client-focused, qualitative, and results-oriented approach in all offices.

The Procurement Manager works in close collaboration with the operations and program teams based in the regional offices and at IECD HQ to resolve complex procurement-related issues and information delivery. He/she coordinates closely with the four Office Managers of the organization.

On some occasions, the Procurement Management might be asked to provide support to IECD offices and projects in other Mediterranean countries of operations.

Duties and Responsibilities

Procurement

  • Lead and improve the procurement function of IECD and SDA
  • Understanding, following, and enforcing the organization’s procurement policies and procedures
  • Ensure procurement procedures are always strictly implemented, and lead tenders and RFPs
  • Oversee purchasing activities and ensure that purchased items are both cost-efficient and of high quality
  • Update existing procurement policies and procedures and, if needs be, implement new ones
  • Consolidate the procurement planning of each project, understanding the needs and set up procurement strategies.
  • Coordinate with requestor to improve the quality of TORs and purchase requests
  • Reviewing, comparing, analyzing, and approving products and services to be purchased
  • Analyze the purchases patterns to identify strategic sourcing possibilities
  • Being proactive, creating new templates, new procedures and improving existing ones
  • Controlling spending and building a culture of long-term saving on procurement costs
  • Managing inventories and maintaining accurate purchase and pricing records
  • Track and archive all type of procurement documents
  • Preparing cost analyses, and reports
  • Tracking and reporting key functional metrics to reduce expenses and improve effectiveness
  • Anticipating unfavorable events through analysis of data and preparing control strategies

Supplier Contract and Relationship Management

  • Review regularly the list of suppliers
  • Research new suppliers that meet the goals of the organization
  • Maintain positive supplier relations, evaluate supply options, validate supplier selection, and maintain accurate records
  • Enhance the organization’s partnerships with new suppliers
  • Negotiating with external vendors to secure advantageous terms
  • Maintaining good supplier relations and negotiating contracts.
  • Performing risk management for supply contracts and agreements
  • Foreseeing alterations in the comparative negotiating ability of suppliers and clients
  • Resolve any challenges or dispute with suppliers

Internal Relationship Management

  • Work closely with Finance and Audit departments, especially in times of external auditing by donors
  • Work closely with Program and Project managers, and provide them with a demanding support in all their procurement operations
  • Conduct staff training on procurement procedures and support the staff
  • Coordinate with the warehouse supervisor regarding the existing stock

Manage Procurement Officers

  • Manage his/her own team of Procurement Officers at HQ level
  • Manage the tasks
  • Establish work plan
  • Follow up and support them in their missions
  • Identify, develop, and offer training in response to Procurement Officers’ needs

Profile / Education  

Education:

  • Bachelor’s Degree or equivalent in Business Administration, Public Administration, Economics, Marketing or related field;
  • Procurement certification or procurement training will be a key asset

Experience:

  • At least 6 years of progressively responsible experience in procurement at the national or international level;
  • Prior experience with midsize private sector or international development organizations, IONGs, and UN Agencies in the field of procurement is an asset;
  • Experience in the usage of computers and office software packages (Microsoft Word, Excel, etc.)

Language:

  • Fluency in English and Arabic is required both spoken and written;
  • French is a plus

Other requirements:

  • Valid car driving license.

CONDITIONS

Period of employment: 1 year renewable

Position based in Beirut, with regular trips in the country –

Salary range USD 1700 – 2200
