CONTEXT

IECD (Institut Européen de Coopération et de Développementis a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education and health for the most vulnerable. In Lebanon, IECD has been operating in the country since 1994 and opened a regional office in Beirut in 2007.

IECD follows zero tolerance policy for fraud, bribery, corruption, and conflict of interest. IECD does not charge a fee at any stage of the recruitment process. In a context of strong growth of its activities in Lebanon, IECD is looking for a Finance officer to contribute to ensuring an effective and strong internal control system, and to assist the audit and support team in the day-to-day tasks.

 

MISSION

 

  • Finance and management control

 Assist project and program managers in the regular financial monitoring of their projects.

  • Participate in the annual budget process and quarterly financial reviews for projects in Lebanon, in collaboration with project managers.
  • Contribute to the implementation of financial management tools for activities in Lebanon
  • Participate in the data entry of overheads expenses for IECD and SDA delegations in Lebanon, monitor and ensure compliance with the budget, and ensure the proper analytical allocation of these overheads.
  • Monitor current funding agreements with financial partners in the financial monitoring tool.
  • Assist the finance department in drawing up financial reports for donors and in preparing financial audits.
  • Check the reconciliation between the financial monitoring tool and the accounting system.
  • Help manage the delegation’s treasury and calls for funds.
  • Participate in the closing of accounts (year-end entries, etc.).
 
  • Internal control

 Participate in the communication required to ensure that all Semeurs d’Avenir and IECD staff in Lebanon understand and adopt the procedures and financial monitoring tools.

  • Verify the application of internal and donor procedures by all Semeurs d’Avenir and IECD staff in Lebanon.
 
  • In general, contribute to the smooth running of the Delegation’s activities:

 Work in close collaboration with the Finance and Audit team to improve the efficiency of the Delegation’s activities and financial management.

  • Work closely with the delegation’s other support departments to ensure collaboration and complementarity.
  • Help prepare internal meetings and training sessions.
  • Attend finance and audit meetings, and take notes on discussions, action plans and next steps.
  • Participate as required in the organization of activities or events in connection with project implementation.
 

Profile / Education:

  • Education: Bachelor’s degree in finance, audit, accounting, or other related fields.
  • Experience: Minimum 1 to 2 years in finance, audit, accounting, or other related fields, preferably in an NGO
  • Language: Proficiency in Arabic, Proficiency in French and/or English.

CONDITIONS

 

Period of employment: 1 year renewable

Position based: Beirut, Lebanon

Under the responsibility of: Financial controller

Indemnity range: 1,000-1,200 USD
