Senior M&E coordinator

IECD (Institut Européen de Coopération et de Développement) is a French non-governmental organization founded in 1988 and operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education and health for the most vulnerable. In Lebanon, IECD has been operating in the country since 1989.

Semeurs d’Avenir (SDA) is a Lebanese association, created in 2010, registered under the number 1905. It is the operational partner of IECD in Lebanon.

IECD and Semeurs d’ Avenir are recruiting a Senior M&E coordinator to assist the project teams and develop adequate M&E tools for the projects and on the organizational level.

MISSION

Under the responsibility of the country director and in coordination with the program managers, the senior M&E coordinator will be responsible of:

1/ Monitoring and evaluation 

• Work with project stakeholders (including project management, technical experts, and other relevant partners) to review and refine indicators of existing projects.
• Work with project stakeholders to develop indicators for the new projects and developing the baseline study framework.
• Develop or refine the methodologies (quantitative and qualitative) and the tools (surveys, focus group discussion guides, interviews, etc.) to collect data.
• Oversee data collection processes, ensuring accuracy, reliability, and timeliness.

• Conduct regular field visits to monitor project activities.
• Collaborate with program managers to identify and unify KPIs that are relevant across all projects.
• Develop a framework to align these indicators with the organization’s overall strategic goals and objectives.

2/ Reporting

• Prepare timely and accurate narrative reports for internal and external stakeholders, including donors and partners.
• Conduct tracer studies as per the project’s requirements.
• Coordinate with the external evaluators regarding the impact studies and project evaluations.
• Develop dashboards and visualizations to communicate M&E indings effectively.
• Ensure that the reports and completed within the deadlines.
• Document lessons learned, best practices, and success stories from project activities.

3/ Capacity building and developing organization planning processes

• Provide capacity-building for Monitoring, Evaluation, through trainings and system development.
• Train data collectors or colleagues tasked with M&E components on data collection tools and processes
• Provide support when requested to project team on how to use data collection tools and track indicators.
• Offer technical support to the project team and organization throughout the M&E process, including troubleshooting any challenges in data collection and reporting.

• Education: Bachelor’s degree in social sciences, statistics, development studies, or a related field (Master’s preferred).

• Experience: At least 8-10 years of experience in monitoring and evaluation, preferably in the NGO sector.

• Languages: Must be fluent in French and English

• Skills:
• Strong knowledge of quantitative and qualitative research methodologies.
• Proficiency in data analysis software (e.g., SPSS, Stata, or Excel).
• Excellent communication and report-writing skills.
• Strong organizational and time-management skills.
• Ability to work collaboratively with diverse teams and stakeholders.
• Ability to adapt to the needs of each project.

• Additional Requirements
• Willingness to travel to project sites as needed across the country.
• Have a valid driving license.
• Familiarity with donor reporting requirements and standards (e.g., AFD, USAID, UN…).
• Commitment to the IECD and SDA mission and values.

CONDITIONS

Under the supervision of: country director

Location: Beirut with regular visits to all the Lebanese territories.

Period of employment: 1 year renewable

Remuneration: 2100 – 2600 USD
