Context

Semeurs d’Avenir (SDA), in partnership with the Institut Européen de Coopération et de Développement, (IECD), is a leading NGO in Lebanon dedicated to empowering youth through market-driven vocational training, entrepreneurship, and employability programs. Operating across multiple regions, SDA collaborates closely with public institutions, donors, and private sector partners to deliver high-impact, scalable interventions in complex and fragile environments.

SDA is seeking a strategic and results-driven Program Manager to lead the design, implementation, and expansion of its diverse projects and employability portfolio. This role is critical in shaping SDA’s contribution to Lebanon’s recovery and youth employment ecosystem. The Program Manager will bridge humanitarian response with long-term development by opening new partnerships, strengthening donor relationships, and expanding SDA’s impact across sectors and regions.

Mission

SCOPE OF THE ROLE

  • Management of a multi-regional portfolio of programs
  • Identification of new funding streams, developing high-quality proposals, and positioning SDA with both existing and new donors and partners.
  • Oversight of multi-donor funding streams and program budgets
  • Supervision of program coordinators, project managers, and field teams
  • Engagement with ministries, national and international public institutions, UN agencies, donors, and private sector partners
  • Strategic contribution to organizational decision-making and programmatic direction, supporting institutional growth, operational adaptation, and the effective delivery of humanitarian and development interventions in complex and volatile contexts.

KEY RESPONSIBILITIES

  1. Strategic Leadership & Growth
  • Lead the design and execution of a diversified portfolio of projects grounded in a strong workforce integration strategy
  • Drive the identification and development of new programmatic opportunities, translating emerging needs into innovative and scalable skills development interventions
  • Ensure alignment with national priorities, donor frameworks, and labor market needs
  • Contribute actively to organizational strategy, program growth, and portfolio expansion
  • Lead program development efforts, including concept design, proposal development, and strategic positioning with donors and partners
  • Strengthen SDA’s positioning by building strategic partnerships across public, private, and institutional stakeholders
  • Anticipate risks and opportunities in a complex and evolving context, ensuring adaptive and forward-looking programming
  1. Program Delivery, Partnerships & Representation
  • Oversee the planning, implementation, and monitoring of programs across regions
  • Ensure timely, high-quality delivery and achievement of targets
  • Adapt programming to evolving contexts, including conflict and displacement
  • Serve as the primary focal point for donors (UNHCR, AFD, ALIPH, IOM, MEPI, etc.), foundations…
  • Build and maintain strong relationships with government entities, partners, and private sector actors
  • Represent SDA in high-level coordination platforms, working groups, and strategic meetings
  • Strengthen public-private partnerships to enhance employment outcomes and program relevance
  • Contribute to policy dialogue and sector positioning in skills development and youth employment
  1. Team Leadership, Performance & Learning
  • Manage and mentor program coordinators, project managers, and field teams across regions
  • Build internal capacities in program design, monitoring, and donor compliance
  • Ensure strong monitoring, evaluation, and learning systems, including tracking of employment outcomes
  • Use data to inform decision-making, program improvements, and strategic direction

Profile:

  • Minimum 10 years of experience in program development and management within humanitarian and/or development contexts, including working in highly volatile and complex environments, with a proven track record of managing large-scale, multi-donor programs
  • Proven experience in strategic leadership roles, contributing to organizational direction, program growth, and portfolio expansion
  • Proven ability to manage and lead diverse teams, fostering high performance, accountability, and strong professional values, while mentoring staff and supporting their growth
  • Demonstrated experience in fundraising and business development, with a track record of securing funding and developing high-quality proposals
  • Strong background in education, youth empowerment, and/or workforce integration
  • Demonstrated experience in stakeholder engagement, partnership building, and strategic communication
  • Education background: university degree in a relevant field such as education, international development, social sciences, business administration, or humanitarian studies or any relevant field; a Master’s degree is considered a strong asset.

  • Strong program and project management skills, including planning, implementation, monitoring, and reporting
  • Excellent proposal writing, fundraising, and donor communication skills
  • Strong financial and budget management skills across multi-donor projects
  • Strong data management, analysis, and reporting skills, with the ability to use data for decision-making, program improvement, and donor reporting
  • Excellent stakeholder engagement, negotiation, and partnership-building abilities
  • Strong leadership, team management, and mentoring skills
  • Strong analytical, problem-solving, and decision-making skills
  • Fluency in written and verbal communication skills in Arabic, English and French. Strong interpersonal, communication, and representation skills

CONDITIONS

  • Period of employment: 12 months, renewable based on performance and funding availability
  • Position based in Beirut, with frequent travel to regional offices across Lebanon
  • Valid driving license mandatory
