CONTEXT

IECD (Institut Européen de Coopération et de Développementis an international solidarity non-governmental organization founded in 1988, operating in the field of social and economic development in partnership with local institutions. IECD’s main sectors of action are vocational training and professional integration, assistance to micro and small enterprises and access to education and health for the most vulnerable. In Lebanon, IECD has been operating since 1989, and has been leading projects throughout the whole country.

Semeurs d’Avenir (SDA) is a Lebanese association, created in 2010, registered under the number 1905. It is the operational partner of IECD in Lebanon.

Semeurs D’avenir follows zero tolerance policy for fraud, bribery, corruption, and conflict of interest. SDA has a zero tolerance to Sexual Exploitation and Abuse of beneficiaries. Protection from Sexual Exploitation and Abuse (PSEA) is everyone’s responsibility, and all staff are required to adhere to the Code of Conduct, always (both during work hours and outside work hours). Familiarization with, and adherence to, the Code of Conduct is an essential requirement of all staff, in addition to related mandatory training.

Semeurs d’avenir wishes to recruit a Senior finance officer to contribute to the financial management of the organization.

Mission

Under the supervision of Finance Manager, the Senior finance officer will be responsible for supporting the financial planning, budgeting, reporting, and compliance functions at Semeurs d’Avenir.

    Finance

Project finance management:

  • Assist project managers and program managers with the regular financial monitoring of their projects.
  • Organize quarterly financial reviews for projects in Lebanon in collaboration with project managers, ensuring budget compliance.
  • Lead the annual budgeting process

Grant and donor management:

  • Monitor current and past funding agreements with financial partners.
  • Support the preparation of financial reports for donors and review them.
  • Provide support during the budget preparation for new proposals.
  • Ensure the correct allocation of each expense to its corresponding funding source, monitor the use of funds, and prepare an annual status report for each funding source.

Transversal finance management

  • Analyze and monitor the overhead costs of the IECD and SDA delegation in Lebanon, ensure budget compliance, and ensure the proper analytical allocation of these costs.
  • Regularly reconcile the financial tracking tool with the accounting records.
  • Participate in managing the delegation’s cash flow and fund requests.
  • Participate in the year-end closing and prepare year-end journal entries (calculation of share allocations, PCA, grants, etc.).
  • Support the implementation of financial management tools for operations in Lebanon.

 Internal control

  • Facilitate the necessary communication to ensure that all staff at Semeurs d’Avenir and the IECD in Lebanon understand and adopt financial monitoring procedures and tools.
  • Ensure that all staff at Semeurs d’Avenir and the IECD in Lebanon follow internal and donor procedures.

Team Management

  • Recruitment and Onboarding: Participate in the recruitment process and oversee the onboarding of new team members.
  • Mentoring and Training: Mentor and train employees to strengthen their technical skills.
  • Define individual objectives and ensure they contribute to achieving the department’s overall goals.
  • Ensure daily task completion: workload planning, communication, task delegation, validation, and oversight.
  • Evaluation: Regularly assess performance, professional development, and the quality of work produced.

Coordination and Cross-Functional Collaboration

  • In general, contribute to the smooth operation of the delegation’s activities.
  • Work closely with the financial manager on optimizing and improving the efficiency of the delegation’s activities, as well as on financial management.
  • Work closely with the delegation’s support departments to ensure collaboration and synergy.
  • Contribute to cross-functional initiatives: development of financial monitoring tools, time allocation, and capitalization.

Profile / Education:,  

  • Master’s degree in finance, audit, accounting, or other related fields
  • Proficiency in Arabic, Proficiency in French and/or English.

Experience:

  • Minimum 5 years in a solidarity organization in similar roles
  • Experience with different public donors (AFD, UN, EU) is a plus

Skills:

  • Strong knowledge of financial management principles, practices, and regulations
  • Budget management and monitoring
  • Excellent proficiency in Excel
  • Strong analytical and synthesis skills

CONDITIONS

Period of employment: 1 year renewable

Position based in Beirut, Lebanon, with possible trips in the country

Salary range: 1,500-2,000 USD
